The proposal has gained attention following plans to add two new franchises from Hyderabad and Sialkot this year. The league’s governing council recently met to review the idea, but did not reach a conclusion. All eight franchise representatives attended the meeting, with the PCB representing Multan Sultans.

Player retention limits have emerged as a key issue, with incoming teams pushing for fewer retained players to access a wider talent pool. The new franchises are also backing a full auction system, viewing it as a more balanced option. In contrast, most existing teams favour continuing with the draft format, which they believe has delivered stability across previous seasons.
The Pakistan Super League is scheduled to begin on March 26. Due to differing views, a working group has been formed to continue discussions. Further meetings are expected before final decisions are confirmed.
